- APPLY STEAM TO SOFTEN PAPER AND ADHESIVE We let the steam penetrate the wall covering and scrape off the top layer with knives. It will usually come off in two parts, first the decorative top layer, then we reapply steam to the paper backing and remove it. It may come off in large sheets or it may not. And this depends on different factors, such as whether the wallpaper installer used a suitable primer. - CLEANING THE WALLS Believe it or not, you should always clean the walls before painting! But this is especially important after removing wallpaper.
